reattaching rear bumper cover

At the last rallyx, the rear bumper cover managed to come off. Most of the square pegs that hold it onto the rebar are broken.
The easiest way I see to reattach it securely is replacing the bumper bolts with longer bolts and spacers that will go through the bumper skin. And I will probably add some bolts/screws to the leading edges at the rear fenders.
Anybody have a more elegant suggestion on how to reattach it without having the bolt heads stick through the bumper skin?

First, pull off the bumper core from inside the car, so you can get at the square pegs again (you can't reattach the skin 'properly', unless you dismout the bumper core from the car).
See if there are enough good 'square pegs' left to reattach with (may need new metal clips).
If not, then you are pretty well stuck bolting the bumper skin to the bumper core somehow.
Maybe think a few small bolts (drilled and tapped, or self tapping) right into the bumper core, with washers.
Good idea to fasten the 'front tips' of the skin by the wheels too. That part comes off easily..
