What does the hall sensor do?

My coupe still has an intermittent miss after replacing the plugs, cap and rotor. The miss isn't constant as if its one plug not firing every time it seems very random. The engine will idle at only 500rpm then if I give it full throttle it will bog and after 1500 rpm it will rev quickly to 4000 rpm and start to shutter and stop reving. I think it might be the hall sensor but I'm not sure
Does anyone have any ideas? TIA

Right now when the car is running the exhaust is black and smells like raw fuel. So I think the engine is getting fuel. Of course it probably couldnt't hurt to replace the filter anyways.
What vacuum line could cause a miss like this? All the vacuum lines around the air box look good but one of the lines that comes off a Y-fitting from the distributor isn't connected to anything. Any ideas where it might go?

try disconnecting the cold start valve, I'd also think the air sensor plate is sticking open...

out of nowhere when I took off from a stop sign it stalled. Then when I tried to start it the miss-firing started. Thats what I'm totally confused by this. I didnt change anything and this started happening.
