Default One is longer than the other ;-) No really...

Short block = everything below but not including the head.

Long block = the whole freaking engine.

Default The long block is a short block with the head on it.

No manifolds or accessories, though.

Default funny story about "long blocks"

when I first got out of college, I shared a house with a guy who owned a 67 vette with a blue printed 454 "big block" stuffed in it (that's like 7.4L vs the Audi's 2.2). He took it to a local speed shop to get some tuning advise when the owner and one of his staff came to look under the hood. When the staffer looked at the engine and asked "what'cha got in it", the owner almost slammed the hood on his fingers saying "if you don't know a big block when you see it, you don't know cars".
