I thought some LATE 4kq's took the Pentosin, or so some have said.
I liked the 4kq PS system, not as flakey as the 5ktq or later cars.

I'm now running a hybrid ps system. I've got a pump from a 1996 A6 rated at 120 Bar, my rack is the original one from the 4k rated at 75 Bar (I suspect its a typical one, but again my car had a lable about the mineral fluid and I've know the car since it was new). I run the Pentosin with this combo.
ATF is commonly used for lots of things. Honda uses it in many of their manual transmission boxes!

has that "Mineral based oil" sticker on the sied. Personally, I don't care what you run, just keep it flushed and cleaned every two years or so, or you are asking for problems eventually.
