1990 seat heater weirdness

just fixed my heater elements in the seat go to put them back in and realize there is no power going to them now, the relays click on just fine and both heaters work for sure as i tested them by supplying them with 12volts, nice and toasty!
but in the vehicle I only get voltage from the wires for the seat temp senser when I turn the switch on but no juice for the elements themselves.
In other words
I know the relays are good.
I know the on/off switch is good
I know the heating elements are good.
So what gives?
Whoever helps me wins a.... uh.....the "thanks from my warm but" award.
Yeah...

Which seats are you talking about, the driver or passenger? Passenger seat has a sensor to go on if there is someone occupying the seat, otherwise it will remain cold as ice.
