ABS Problem, Brake pedal feels springy

Hi all,
I have a 1989 200 Turbo Quattro Avant with a brake problem. My ABS is triggering unnecessarily and I can feel the springiness in my break pedal. It is especially noticeable when the car is cold. The ABS engages but the light does not come on unless I really punch the brake. Sometimes, I optionally press the ABS button to avoid the springiness. I've been told that this problem is sometimes found in the ABS Relay. Can someone help point me to where the relay is located? How do I test it? What are the other possible causes?

The bulk of ABS triggering when not needed symptoms relate to the sensors at the wheels. Either one or more are dirty, out of place, their wiring is failing, the axle teeth the sensors count are plugged with corrosion or the sensor itself is going bad.
There is a test procedure outlined in the Bentley, which will also tell you the ABS relay is in the auxiliary relay panel in front of the driver's knees, relay position eight, the second from the left in the bottom row.

So, I took a look at the sensors yesterday and the front drivers sensor wire has electrical tape wrapped around it near the terminal. I'm guessing the wiring has gone bad. Does anyone have experience replacing these wires? Is it a difficult job?
