87-5KTQ-CS. No air seems to come out of the air vents on the dash console. Is there supposed to be air flow at this level? The windshield defrost vents and the wheel well vents work. ??? Thanks...

Is the outside air temperature above 50 degree F??
You will get air at the dash level only when the AC is on. There are two vacuum servos which control where the air will come out. The servo on the passenger side will switch from defrost to dash vents. The default setting is defrost. If you could get vacuum to this servo then you can get face slap with hot air.
Another and easier way is to push a stick or dowel through the center dash vent and open up the flap door.
Your system is working like is should. Now when summer comes and you still don't get air from the dash vents, then repost your question.

Yes, it will only come out the front vents if it's cold air. Unless of course, you have a problem like I do, where both cold and hot air only go out the defrost/heater vents. There is a black climate control box behind the glovebox and to the right. You can barely see it if you just open the glovebox and look throught the slit at the back. I find with my car, if I whack that box a couple times with a wrench or screwdriver then the cold air will come out the front vents. Sometimes it just takes one whack, other times it takes a few. It's a bit of a hassle but it works for me. Of course I guess you could always just get a new one but I have no idea what the availability or price is.

The price for a 5k programmer is $219 - $229 depending on year. For a 2c or V8, it's $166. For "real" parts, I'd stay away from NAPA, etc. Go with specialty places.

There are slide contacts on the "motherboard" and can oxidize overtime. A little contact cleaner helps. Also by whacking, I posted some hints on the programmer to SLAYER on this, if you care to remove your programmer, there are these elect operated air solenoids soldered to the board. They pass/stop air/vac to different vent motors for the proper outlets to work. If you're careful, you can test each one with 12 volts to each pair of pins that poke through the board and are soldered on the back. I've resolderd a few as the solder joints have fatigued over the years and got them working again.
Try cleaning the plug connecttion first though.
