Ever since I moved from colorado my car has not been making full boost. I have a 1.8bar spring and chip, QLCC. It will only make about 1.6-1.7. Another symtom is that the power sometimes has an on/off feel. The gauge says the car is boosting but it doesnt feel like it, then all of a sudden the power kicks in like I just flipped a switch. To test the system intake system, I clamped off the waste gate line and the car overboosted almost instanly. I thought it must be a bad spring, installed new 1.8 spring and still 1.6-1.7 bar. Im leaning towards fuel but the plugs look good. Anyone want to lend any suggestions. Could it still be a boost leak, even though it over boost so quickly? Any input is appreciated before I really dive into this one

Would not spray fully until fuel pressure rose with full boost under WOT.
