a/c blower - no high speed?

I've posted in the past about my blower motor troubles. The blower is new (ie less than 3 years old). on the hotest days it goes to high for about 1 second and then goes back to normal speed.
I just discovered that my a/c charge is low (I get no reading on the compressor port when the CC on "auto")
I think the previous owner had some work done on the system roughly 10 years ago and the low pressure switch was jumpered. I found a suspicious looking pig tail approximately where the low pressure switch is supposed to be under the rain gutter on the passenger side.
so my question is: does low refrigerant pressure prevent the high speed blower from working? I'm too lazy to look in Bentley, but may find some time this week.

Could be the blower resistor. If it is the problem I have a few for sale. watches@acanac.net
