The ECU controls the fuel somewhat as well as the WGFV, but it is perhaps the stage II that offers up a timing map change as well? The stage II might include instructions for basic CIS adjustments.

I know the car you're talking about...
4:11 final drive makes for quicker acceleration and it's easier to keep the engine on boil between shifts.
Higher rev's get annoying on long highway juants IMHO.
Ask him if he swapped out the rear diff with a V8 rear diff or 5kq. The V8 rear diff is a nice upgrade.
Stage 2 IA chip is meant to run RS2 turbo at 15 psi.
Both me and my freind Dan run the Stage 2 chips...
As for the coilovers, I'm not sure if they're Carrera or Ground Control or maybe something else?
