Can a clogged a/c condensor make an ac not feel very cool during the day.

Are you referring to an internal blockage or air flow blockage?
Reduced air flow through the condenser will reduce cooling. Depending on the blockage, a small internal blockage will also cause reduced cooling. It will also create more back pressure on the compressor, not a good thing.
Is your compressor noisy?
Maybe your rad fan is not drawing enough air through, how are the temp readings?

suggest sticking a thermometer in one of your A/C vents.......
get an actual degree reading of the cold air output from your A/C system. I am thinking it is not all that cold, just feels cooler at night when it doesn't have to be very cold.
Good cold air output should be around 40 degrees F. Temps higher would indicate your system is not putting out enough cold air. I am thinking a can of 134A will cure your problem. I think you could simply be low on refrigerant.

Re: suggest sticking a thermometer in one of your A/C vents.......
as mentioned in a post further down there are two sun load sensors that allow the a/c to run at "full steam" or back it off when it's cooler out, my car is showing similar symptoms as his, and my pressures are dead on so I'm trying to test the sensors..

I would check to make sure that the re-circ door is open inside the cabin. If the door is closed inside the cabin then the door for outside air intake is open which is letting outside air into the cabin. If the inside door is closed then either the vacuum hose to the servo is off or the servo is bad.
