Default cis question

quick question about cis fuel injection,
i have a 1990 audi 100 ng engine in my 4000q, according the the bentley, with the plunger lifted and fuel pump running the injectors should spray, mine however will not, there is resistance on the plunger and the correct amount of free play when closed. could this be a computer problem? the grounds and fuel pressure seem to be good and the car runs fine if i prime it with fresh fuel. any ideas?

There is fuel pressure counteracting the plunger so it takes a fair amount of force to lift it.
