Dash lights?

This morning I flipped on the head lights and . . . no dash lights.
With the lights off the lights in the temperature control, the clock, and the radio station indicator at the top of the dash work fine.
Turn on the lights and all the lights in the instrument panel go dark. The radio, heater, et al continue to function normally.
Is this the multi-purpose turn-signal / head-light switch, or an electrical relay?

I have had this same issue, or a similar one for as long as Ive owned my car (86 5000 CS Turbo) about 3 years.
My dash lights all work when the headlights are turned on, but when I accelerate past a certain RPM, they flicker out. This happens almost all of the time, but not always...
The lights on the center console go out first, then the speedometer and drivers instrument area go dim, then out.
I have read that there is a voltage regulator for the instrument panel somewhere, which I assumed was the culprit.

Next check the wiring entering the drivers side trunk hinge. They always go bad and dash lights out is one of the symptoms.
Next check the dimmer module and IC grounds.
