I just took my '86 to the shop for a similiar prob (idles high and surges) . He came back with the idle control module. I haven't put one in yet. Also check the ISV on the rear of the intake plenum. Does it vibrate while car ignition is on and running. I was told to remove it and clean it regardless. Spray into both ends with carb cleaner, cover with thumbs and shake. I also wired the valve open while I was cleaning it.
Also check for vacuum leak. remove oil cap, listen for change in engine sound

I reluctantly took my car to a foreign auto repair shop to have my idle flutter diagnosed. I gave him a price to stop at and also that I wanted to do the repairs myself. He called me a day later and told me I need the idle control module. Real honest and fair guy. Oh yeah, and the bill was less than half what I had alotted. Next car to go to him will be my buddy's Volvo T-5.

Looks like two linked relays under the dash but I assure you they are not.

Really expensive so I will be calling over to Force 5 automotive.

look over the whole thing and see if there are any bad/burnt/cracked solder joints. normally that's what happens when they go bad and they are usually fixable to someone with some soldering experience

I didn't see any but didn't look real hard. I did notice what looked like a burn mark on the large grey (........) thing at the outside of the main board where the other board is linked by the bonded wire groups but do not have enough exp. with this stuff to determine if I could come up with the right component to repair it.
Force 5 hooked me up for $75!! worth every penny to me! Once she's running it's off to the Auction Block!

So, I put the new to me idle control module in my car and no change, still idles like crap. So I took the advice of almost everyone on here and replaced the ISV and the rpms dropped to 750 and she idles like a top. Thanks All!
