Exciter Wire: where is it?

Can anyone here tell me exactly where the exciter wire is on a 1989 Audi 100 quattro. I'm having that voltage issue when I start the car where the voltage needle stays at or below 12 until I rev the engine above 3000 rpm.
I've heard it's the exciter wire, but I cannot find it. I found a single blue wire on the passenger side front below the headlight, but there isn't anything obviously wrong with it. Is this the exciter wire. A mechanic told me it was on the driver's side, and I have to remove the radiator cowl to see it. I did that, didn't see anything.
Thanks in advance for your help.

It is a blue wire on the alternator. My mechanic fixed it for me. May not look bad, but could be corrosion on terminals. Replace it and all will be well.
