Default Follow-up on my antilock issue...

So, on my '89 200TQ, the Antilock Off light still comes on intermittently while driving (sometimes doesn't come on at all during a trip) and will stay on until the car is shut off and restarted. Shop says they checked all the ABS/wheel speed sensors and they checked out OK (they saw a change in the reading as the wheel was spun.) They claim they looked at the teeth on the reductor rings on the hubs and they pulled the instrument cluster, put a contact enhancer on the connections and reseated them. Light still comes on. What did we miss? I guess it could be the ABS control module or the instrument cluster still...

I know ABS issues are tough to diagnose on this car but any further thoughts are appreciated. Now that the car is mostly sorted, I have to look at this danged light and worse, my safety is compromised...which reminds me...next rainy day when the light's on, I have to try a panic stop to see if the brakes lock or not. I imagine that would indicate the cluster is flaky if they don't.
