goop in brake master cylinder

Default goop in brake master cylinder

Mechanic replaced my clutch master cylinder and in so doing found a "foreign substance" in the brake master cylinder. He "flushed it out" as best he could, but this still gives me cause to pause. Should I drain and replace all the brake fluid? Any ideas? What could the "goop" be? As far as I know nothing has ever been added except fresh dot 4 brake fluid.
