Hella H4 euro headlight question: (extra bulb?)

Just got a set of Hella H4 euro headlights. They have the Halogen bulb and the orange sidemarker, but for some reason, on each side, there is a little tiny bulb that is inserted just below the halogen headlight bulb(regular filament bulb, about 1/2 inch in diameter bulb). Does anyone have an idea what this bulb is for? (It can't be more than about 7 watts).. It just seems to be held in place by friction with a wire..

Unless you have a major attraction to having crappy daytime running lights you don't need it.

At dusk, the headlight reflector is lit. And if the headlight bulb shorts/breaks, that reflector is still lit at night, albeit dimly.

In many european cities, headlights aren't allowed to be used. Instead, city lights in cars are used together with stationary street lighting. It works amazingly well, with no glare.
