Default Idle again

My 1987 TQ5000 idles very low on cold start up
to the point of stalling. After warming up for
1-2 minutes, shutting it off, and restarting it
it idles fast around 1500RPM+ and stays up around 1200-1600 after it's warm. I cleaned the ISV
and then bit the bullet and replaced it: no help!
New plugs, rotor, cap, etc.

Any ideas?

Have you measured ISV temp sensor resistance vs temp?

Are you talking about the water temp sender (either in the head or the neck) that is corresponding to the ISV circuit, or something else?

1) TPS
2) Idle set screw
3) ISV control module.

Default The temperature sender in the upper radiator hose junction

It's the sensor that sits atop this junction (where the top radiator hose enters the cylinder head), and has a single wire connected to it. I've had one that was way out of spec, which will cause the idle controller to send wacky signals to the idle stabilization valve.
