noise while braking

when braking at low speeds (particularly when backing downhill into a parking spot) i get a weird noise while pressing the brakes. it's hard to describe but it sounds like a low pitched buzzing noise but it has an echo to it as well. also (particularly when braking in reverse downhill) this noise will occur and the brake pedal will feel like it loses itself and then quickly grabs again.
does anybody have any ideas what is causing this? thanks.

i know for sure my bomb is bad; brake pedal goes stiff immediately after shutting off the motor and the brake light comes on under sudden braking or even sometimes when the 2nd or 3rd speed rad fan kicks on. i was hoping it was related to my bomb. thanks
