Default power steering pump for 5000

I have 1984 5000s nonturbo. The power steering and brake hydraulic system lost fluid, and needs rack and pinion replaced. Can I modify the power steering pump so I can have power brakes, instead of having to replace the rack and pinion. Mechanic disconnected power steering line to pump, and plugged port, but because pump had been operated for several weeks without fluid, pump leeked fluid and made noise. Did he do the right thing? He's going to try again tomorrow with another pump, and try some other connections. Does this pump have pistons for steering , and pistons for brakes, and can they be removed ?

Power steering pump on my 1984 5000s has 4 cylinders that are caped on both ends with threated plugs marked X, at the pulley end. Are there pistons in there that I can remove. I don,t have a shop manual to see the inside of the pump.
