Default Seat Heaters

I've done a fair amount of searching and have most of the links for the seat heater repair, but I'm still confused.

1) seems to be power at both driver and passenger switches based on test light
2) both relays click when in the left or passenger side location regardless of which switch I use
3) neither relay clicks when in the driver side location regardless of which switch I use
3) both pass and driver relay slots seem to have power and switched power
4) No power at 6-prong connector to drivers seat (did not check pass side) using either relay or either switch
5) fuse is good (30 amp in slot 20, IIRC)...with fuse out I still had power at the switch???

It seems like both switches are good, both relays are good, and there's power to the relays...

Any thoughts? Is there another fuse? I don't trust the fuse box labels much since the pass power seat fuse is labelled wrong in both the owners manual and the fuse box cover.
