Default is a squealing belt too loose?

A few months after an alternator belt was replaced this thing makes a VERY loud squeal until the RPM's kick in (people on the street and in other cars turn and look).

Is this because it's too loose?

I have had the problem after the belt glazed from slipping, so might be time for a new belt. I have heard stories that the Audi pulleys are a metric dimension and that American belts do not fit correctly. I don't know it that is true, but I have had bad luck with a variety of belts. I believe I have a Gates on there now, it seems to be holding up fairly well.
