Turbo oil seal symptoms?

I have a K-24 turbo that still quickly spools up to 10 psi boost. I'm starting to use oil at 1000 miles per quart. I had the head done 10k miles ago so I don't think it is the valve seals. What is the symptom if the turbo seals are bad versus piston rings?

Another question is a K-24 rebuild the same as a K-26 rebuild with the center section being similar? How hard is this to do with a rebuild kit sold on ebay? I have an old K-26 I could practice on if that would be helpful in learning the techinque for the K-24.
