i understand the ecu upgrades like boxerfans ecu upgrade and spring combo removes the fuel cutout and allows maximum boost way faster but what part of that deal is the part that actually tells the car to boost more?

In addition, the ecu contains fuel and boost mappings. The ecu allows higher boost by not signaling the wgfv to open the wg until a higher boost threshhold is reached (as per the boost maps). That's it in a nut shell.
