Were HP/TQ levels published on 20V T (3B) engines conservative or were Audi numbers accurate?

Default Were HP/TQ levels published on 20V T (3B) engines conservative or were Audi numbers accurate?

Many manufacturers under rate their performance numbers and Audi is no exception. Did they do this for the homologation that the '91 200 20v's were supposed to acomplish or were they really detuned to that level as the 20v seems to push that heavy car and power robbing drivetrain around pretty well. Or was it a matter of the final drive axle ratios being numerically relatively high with lots of closely spaced gears to use?
