What would cause a New fuel pump to be noisy?

The new fuel pump is really loud! {buzzzzz}
Heres the story.
I had changed the fuel metering valve in the fuel dizzy.
My fuel pressure was running low {about 65 pounds}so I brought the pressure back up to spec.with a new metering valve and playing with the shims.
While doing the fuel pressure test, the system had a very slow residual system pressure leak.
The metering valve 0-rings were leaking, causing a many cranks,hot start problem.
The hot start problem was the reason why I got into the fuel system in the first place.
Im now running fuel system pressure at 75 psi.
After I raise the fuel system pressure, the fuel pump starts making all kinds of noise.
So I say to myself, 'what the hell, I guess its time for a new fuel pump'.
As far as I know the old pump was original.
So I put in the new pump and it's just as noisy as the old one.
Take a look at 22a in the Pic. the fuel pressure damper 321-906-095a.
Can this thing go bad? It just screws on to the top of the fuel pump,with the fuel hose.
Any ideas very much appreciated!

I going to give the fuel pressure damper a try and replace it.
Bentley calls it a noise damper.
If that doesn't work ill just live with the noise.

I replaced the nonfunctional FP in my 200q20v with the newer, smaller diameter version. Very soon thereafter it started whining loudly enough to hear inside the car most of the time. Quite loud outside too. It's been that way intermittently for maybe 50K miles now.
