Wiper problem.....

Hey everyone. I've had some wiper troubles with the V8, that still continue. What happens is when you hit the wiper switch, the wipers travel only half way across the windshield and then stop. They don't move in any direction unless forced by hand.
I popped the hood, removed cowle cover and observed the wiper motor. It was still operating and spinning freely. I figured it was just weak. So now I changed the motor, but the other motor is exhibiting the same resistance and is spinning at the same rate as the original. I tested intermittent relay, and its good still. Fuses are ok. I have not reconnected the wiper blades yet...can it still be the motor? Or is the wiper switch the only thing left?

suffering from low voltage. Check with a multimeter to verify. If voltage is low, check for a ground wire that is making poor contact..............Rooster
