wtf changed fuel filter (mann)now it wants to keep running when i cut it off

the flat side of the filter is pointing towards the pass side fender just like the one that i replaced any help on whats going on ?

Does "now it wants to keep running when I cut it off" refer to engine afterrunning? As in dieseling?

i did not touch anything other than the filter. after the change i started it checked for leaks everything checked out turned the motor off. i had to put it in gear to stop the motor .i did do this a few times and the same thing. so i went for a spin came back shut it off not as bad now but it still acts like it wants to keep running

The engine needs compression, fuel mixture, and spark to run. Sounds like you just bumped into a coincidence: SOMEthing is keeping not only fuel, but spark on after you shut off the ignition switch.
I'd first suspect a failing/failed ignition switch, since this is, afaik, the only point where spark and fuel control share a component.

I agree. Could also be a fuel pump relay, maybe? Or an ECU issue?
Whatever it is, you don't want to continue shutting the car down by stalling it with the clutch. Not good for the clutch/transmission or their various mountings. I wouldn't drive it until you get it figured out. For testing purposes, I'd arrange a temporary method of cutting out the battery to shut off the engine.
