Note that there are two wires attached to the starter, a heavy gauge black wire and a lighter gauge red/black wire. The heavy wire should be hot all the time (a test light is the easiest way to check). The second wire is the trigger wire from the ignition switch. This wire should have power with the key in the "start" position.
Got power? Most likely a bad starter.
No power? Probably an ignition switch issue (well documented).

Same exact issue happened to me on my 95 90Q. Check for voltage at the starter solenoid when you engage the ignition switch.
I had a defective switch that would hang up when starting the car. Went to replace the switch (from ebay) and nothing, got all the dummy lights but as soon as I turned it to the second detent, nothing, no cranking, no noise at all. I thought I had a bad switch. Bought a dealer switch, installed it, still nothing, I verified that I had voltage at the starter when I engaged the ignition switch, and decided to replace the starter. That solved it. Hope thats not your problem but it sounds really familiar.

Was just hoping it wasnt that. I just removed it last month and had it tested at Oreilly, passing 3 times. But since then I have held the key in start position maybe too long

Yea, definately not an easy job. I used test leads and had my son crank the ignition switch while I laid under the car to check for voltage at the solenoid. I think mine got toasted from holding it over to long as well and it was just a coincidence that the starter failed at the same time as the switch replacement.

Should be the smaller gauge red wire with black stripe. Turn the igniton to the start position and verify there is voltage on the pin where this red/black stripe wire is connected. I would also check this wire at the starter to verify that the wire is not damaged or broken before buying a new starter.
