This is for my 1995 Audi 90 Sport
When the car is cold, the parking brake gets stuck.. the lever moves, but it does not disengage the brake.. So even when the parking break is in the off position, the rear wheels are still locked up and the car doesnt move (without a lot of coaxing, which isnt good for the car)
Any ideas as to what this is?? Its only when the car is cold!

Rear calipers probably need to be rebuilt/replaced?
They are notorious for collecting water & dirt in the parking brake mechanism.
The problem you describe is typical of the rear calipers.

I replaced my rear calipers about six months ago because my drivers side caliper froze...the parking brake uses the read calipers and becuase it was frozen my parking break didn't work either...it might just be the cold or it could be a bigger problem...if it is the rear calipers, I got both sides replaced and the rear brakes done for around $500...I thought that it was a good price so you'll be looking to spend around that.

Water & dirt have gotten lodged into the braking system.. when it is below zero, the water freezes, and causes the brakes to stick..
Solution.. take the brakes apart, look for problems.. dry them out, clean them out, put them back together and see if the problem persists..
Sound good?

You probably have the same problem I just fixed this afternoon, my parking brake was sticking too. Turned out to be a lot of crud and rust on the mechanism, and a split parking cable housing. This allowed all the water top get in. I'll be replacing the caliper and cables on both sides. No other way around it. I'm betting you'll have the same problems. Ontario winters/salt are murder on a car.
In the mean time, I just can't use the parking brake, or else it will stick again.
