Default '91 CQ Ripped Rubber on Steering Rack

While getting the starter changed I noticed that the protective rubber on my steering rack is ripped.

Is this anything to be concerned about? Will it shorten the life of the rack?

Default my suggestion is change it.

You'd be better off changing it,mine was ripped and some dirt seemed to had find it's way in.(inside seals don't like dirt)
It's not expensive and easy to change except for some access.It will definitly extend the life of your steering rack.
