okay, each bulb passes the test, they are all good.
i'm wondering if perhaps the light switch on the steering column itself is bad. does anyone know how difficult it is to remove/replace that part? thanks.

okay i've figured this out.
i tried swapping out the turn signal/lights/window wiper stalk controls (had to remove the steering wheel for this) and it's fixed.
the problem now is that the one i swapped it with seems to have no high beams, so i'll have to see about swapping out the actual switches inside and not the whole unit.
thanks for all the help guys! this mystery is solved!

maybe you do not own this car right now, I understand that it's been a while but I would like to ask anyway if you do not mind, I have exactly the same problem with my car 1995 Audi 90 quattro.
could you please give me a little more information on how to repair this problem.

all you have to do is swap out the turn signal/wiper control stalk. you will have to remove the steering wheel to do this, but the process is straightforward and pretty easy. what more information do you need?

I just wanted to know if you find any damaged wire that needs to be changed.
on the other hand in my case before all the lights go out, I noticed that pressing the rear fog light switch, this caused all the internal lights went out.
so I think the problem may also be related to some of the trunk wiring.
