It seems like everytime its is cool and especially damp out the battery is dead. I notice when I hook the cables up to it I hear a hissing sound in the engine. It sounds like it is coming from the fuel bar. I notice it makes this sound when i shut the car off sometimes. could this have anything to do with the dead battery???

Put an ammeter between car ground and battery negative terminal...current should be ".0001" or "0". You could have a "leak" like the trunk light staying on or something. There is a slight draw from the clock. Also, is your radio staying on?
If no leak, check if when the car is running, the battery should read ~14.2 volts with lights off and !13.8 with lights on. If not you have a bad alternator or ground.

I agree, probably something is getting wet and causing the short. Do the checks listed when it is cool and wet out side. Make sure to wear rubber gloves when you start poking around cause it hurts like hell when you get zapped. Try to isolate where the hissing noise is coming from.
