ABS ring not spinning

ABS ring not spinning
After destroying an ABS sensor to get it out, I looked in the hole, spun the wheel and the sensor ring isn't spinning.....I presume it is supposed to be.
I was getting resistance readings consistant with the 3 other sensors, but this one wasn't creating voltage.
So, now what are my options?
When I look down the hole I can see the edge of the CV joint moving, but not the ring. I have tried moving it with a screwdriver down the sensor hole, but it doesn't budge. I presume this is a bad thing.
Thoughts?????
