What does rim diameter have to do with rubbing??? If you're using a larger diameter rim, you should have a correspondingly shorter sidewall (lower profile) - if for no other reason than to preserve speedometer accuracy. (Although you wouldn't surprise me if you fabbed a custom speedometer gearing!) Assuming the overall radius from the center of the hub to the tread of the tire doesn't change (rim radius + sidewall height), why would it rub anymore than any other combination?
You're not talking about wheel width are you? Since larger rims often have wider width. In which case you could rub between the tire and either the wall or the curve of the wall in the wheel well.
