anyway to free up e-brake cables?

Assuming they're seized, I suppose the quickest/cheapest solution would be to spray both e-brake cams with PB Blaster and attempt to persuade them "free"." Personally, if those cams are seized and the calipers look cruddy, I would buy some rear calipers as they're not terribly expensive and if you've ever had the e-brake seize up on the highway, it's not all that fun. Oil temps rise relatively quick as the car struggles to maintain speed, then when you stop, you've got piping hot brakes to f#ck with.
If you're looking to replace the cable, any reason why? If it's not corroded, but there's a lot of travel in the e-brake handle, simply adjust it where it exits the cabin underneath the car.
If you need to replace it, get some vice grips or channel locks and the rest should be self explanatory once you pull the wheel off.
