I just went to my local Audi dealer. They wanted 24.95 each for the inner bolts, 3.80 each for the outer bolts, and 1.70 for each nut.

Before you order since it is a dealer make a list of any off and end type stuff you can't find anywhere else. I have ordered only to kick myself because I found some odd and end nut, bolt, etc I should have added to the list.
Good place, very helpful and if you add your VIN they will double check to make sure you get the correct part so no surprises.

You must have an early 93 before the VIN split?
This can create issues, quite a few items in ETKA have a before/after X VIN.

I noticed that my B4 has cast (or forged) control arms. Was this a '93 only?
I see the A4 parts are stamped sheetmetal. Are they interchangable?

Front or back?
B4 had forged front control arms, the upper rear control arms on quattro were fabricated and then welded.
B3 had stamped front control arms, not sure about the rear.

I highly doubt the stamped A4 parts work, not front anyways but the upper rear is the exact same part and most likely the lower rear control arm as well. I would have to x-check with etka to confirm this.

I think the topic is rears...
My '93 has cast REAR arms while the new style on later B4 and A4 are stamped steel.
Bushings for both versions are different and probably the diference in bolt length.

The bottom picture looks odd, the top picture looks exactly like the ones I bought.

93-95 NA B4Q had the same part number, B5 A4Q also has the same part number.
This is what I go by and ETKA confirms it so to answer your question B5Q rear upper control arms are the exact same and they will work.
The site I bought mine did not even have 90Q uppers listed so I looked under 96 A4Q and then I found the listing

I guess it depends on what you consider stamped or forged.
The ones I recently bought are steel which is bend and then welded. The metal is rather thick to be stamped, likewise they are not forged nor are they cast.

Example of stamped is the front sub frame which is stamped from two pieces of metal, spot welded and then some reinforcements are later mig welded.

Notice what is left on the 90 is right on the A4? It would appear they are switched.
If you are replacing a pair then get one of each but if you were only replacing one you could get the wrong side.
I find this strange, can't say I noticed this. I just went by the # for the 90 but this is from GAP's own site.
