belt problems..screetches when its cold out..or they just squeek

i had all my belts replaced in june of 2003, except for the timing belt (wasnt done cuz car only has 31k clicks on it, so original belt is still on)..i never noticed any problems up until it started to get cold out..Now when i start the car(in cold weather), it makes this loud screetching sound..for a good 10-40 seconds..then it goes away..when it isnt cold out, u can just hear the belts squeek and make all sorts of funky sounds. It depends on the weather..some days they sound worse then other days. Is this normal? Can it be the timing belt is going since its been sitting on the car so long(despite the low clicks)? Or where they just not installed right?

too much! Ruins the bearings on the PS pump, alt, etc.
It may be that the tension pulley in the timing belt is old/bad. 31k miles is great low mileage, but the timing belt is made of rubber and rubber deteriorates with age, not just mileage. So, I'm thinking maybe tension pulley is old and hanging up some or the timing belt is going.
Unless, of course, you have checked with the hood open and determined it is specifically coming from one of your drive belts: PS, Alt, AC ? They realy screach when on too loose. If they are tight, I wouldn't crank them down real real tight, for the reason already stated. Have you tried to narrow it down?
