Its a German bumper. Non DOT/crash worthy US bumper. You must get it from Germany/Europe/UK. Usually very expensive. Your 91 is a B3, Bumper pictured is a B4.

if this bumper does fit, is there a gap under my headlights?
if so will the rs2 headlights fill that gap?

Fits the B4 but I think it can be modded to fit the B3.

Miktip is right. it's a Audi80 bumper but has been changed up a bit. notice that there only appears to be the foglight section in the bumper... seems as though the owner covered over the blinker half
