no, on odb 1 there are no post cat O2's and odb 2 should ignore post cat O2's on startup since...
they are cold (cold = not working properly)
But your 90 is ODB 1 I think.

what about backpressure?
I know the cat on my 88 is hollow and also not sealed right....just curious if that can have any effect on why it starts so poorly

Unless it's cloged, it should not matter...
on my 12v I have both cats "freeflow" :-) and the only notacible effect that I see is that the engine is a bit more peppy. One more thing is that between 2k & 3k rpm the sound tends to resonate in the 2 chambers.
