Default Cat Plugged?

I think my cat is plugged up pretty much on my new(to me) CQ. I found a receipt in with the records that stated it was 70% plugged from a couple years back and never saw a receipt which said it was replaced. Couple that with the fact that the car doesn't want to rev freely past about 5k or so and I believe it is still the original cat. My mechanic seemed to concur as well.

Basically what are my options for replacement? Test Pipe? Or is there some aftermarket options which are affordable?

Default Test pipe on a smallish norm. aspir. motor? You'll loose torque. Also, its illegal to remove

emissions equipment from your vehicle IIRC.

Get a Catco like TabulaRasa suggested, but try to re-use the factory cat. flanges if you can.

Default hammer a slightly smaller pipe through the cat.....

and put it back on....only do that if your state doesnt smog the car yearly...

Go on eBay... Magnaflow "hi flow" cats for $35 - could they be any cheaper?!

Don't see em for $35 but is this what I am looking for.
