clutch pedal not returning all the way?

clutch pedal not returning all the way?
The pedal comes up to engage the cluch but ther's still about an inch or two.
Does anyone have this problem or know of a way to fix it?
Does it affect the electrical system when the car is off? I have a constant draw on my battery so if I leave the car for three days without starting it the battery is dead. (the battery is new) It might just be in my head but I think if I remember to pull the cluch pedal up all the way it might fix the drain on my battery. Any thoughts?
