Could a bunch of pebbles in my tire tread throw off tire balance?

i was pretty mad but when i saw it was fine i thought it was pretty cool. nah, i don't think pebbles will have much of an effect. i remember when i was trying to figure out what was causing my problems and was trying to come to all kinds of crazy conclusions like i scrubbed the tires too hard when i cleaned them and such. what's your problem again - excessive wear or vibrations or pulling?

Allignment is "dead on". New tires on the car, so I don't think they are "out of round". I'm pretty sure the bushings and whatnot are fine. I took one of the fronts off today and noticed that the ring that fits the wheel to the hub is cracked...maybe that could be it? I am going to get the tires blanced again at another place.
I will try rotating them again if the balancing does not work.
