your boost controller will only give you more boost, but what about timing and fuel??? wanna start messing with resistors on the intake temp sensor, huh?
I guess you'll get around 240HP (if ever) with that sort of mod and run incorrect fuelling at WOT, with a proper chip you could have around 270-280 HP, that would be safe and the ECU would still be in control of things...
Just my 0.02 worth of 20VT engines tuning (I do that for a living),

Here are the issues.
1) Relay trip voltages varies and holding voltages are much lower than the trip voltage. So even if you got it to trip at the 4.5 volts the input voltage would have to drop to maybe 3.5 volts before the relay would open again. You should build a circuit that uses a comparator with a little hysterisis (spelling?) in it.
2) Use a comparator and a Power FET and get rid of the relay all together. More reliable.
3) This circuit will create boost oscillation. Overshoot and undershoot - you will need to adjust the response time (slow it down) to get more of an average.
4) All failsafe boost cutoffs are gone.
But in theory this is what boost control does. Along with throttle, rpm inputs and algorithms to prevent boost overshoot and undershoot ... etc.
