In the wonderful state of Maryland, my car is currently testing at twice the legal limit for CO and HC's. I started by checking the O2 sensor. It reads a steady 0.65 to 0.7 volts at idle-no fluctuation, but drops to 0.2 when a vacuum line is opened. So, it works, I think. The fuel pressure regulator follows suit with the correct mA reading. If the regulator is restricting gas correctly, what else could be causing the constantly rich reading at idle? I've changed the air filter, cap, rotor, plugs, wires, oil, and oil filter before I had my second test and the results were worse. Exhaust smells gassy-any ideas what could be causing this problem? Can the pressure regulator be giving me the right reading without actually working correctly? This problem is only at idle-at a steady rev, everything fluctuates. Could it be the ISV? This clicks when it's supposed to, though. Any advice? Anybody? Thanks

It's old, but it shouldn't affect the O2 sensor reading, just the final output(O2 sensor is ahead of cat). I changed it this weekend, anyway, because it put me over the minimum amount required to get a waiver. The exhaust still smells like gas, I'll probably fail again, but I'll get the waiver. I'd like to fix it though. MPG is hurting
