Engine temp problems

Ever since I bought the car a few weeks ago it never seemed to get past 5-10% up on the temp gauge (rests inbetween the three tiny lines next to each other at the very beginning of the gauge), i've done quite a bit to the car since then including replacing the thermostat and it's still a problem, i would have blamed it on a temp sensor/faulty speedo head but that's not the case
when it's 40 or above outside it still gets warm enough to make a little bit of heat, but under 40 it doesn't make much of any.
One thing to note, if I drive around then leave it idle for like 15 minutes or so the temp gauge comes up to about halfway and the fan kicks on, so I know the temp gauge is working properly and also the heat is NICE when it gets warm like that but when I begin to drive again the gauge plummets and so does the heat output
if not the thermostat, what else could cause this?

are you saying the temp sensor is blocking coolant or the sensor isn't reading correctly?
i know for a fact when i let it idle at a stand still, it gets up to op temp and fan kicks on at the proper time but when i take off an drive the temp drops again and the heat gets cold
how could a temp sensor do this, it doesn't regulate coolant flow does it?

but the shop supposedly replaced my thermostat and wrote on my invoice that their must be a blockage in the coolant system somewhere causing it to run too cold all the time, but i thought a blockage would make it run too hot?
anyways, once again it seems I need to bite the bullet and do my own work, but figuring out how in the HELL i'm going to get at the thermostat housing is still a challenge :/
