Default Fuel pump turning on intermittently

Does anyone know why a fuel pump would turn on only after moving it? Yesterday, I went to start my car and it wouldn't start, just turned over. The fuel pump seemed to be the problem as I couldn't hear it turn on when I turned the key. So out came the fuel pump, once I got it out, and plugged it back in outside the tank and turned the key, It works!!! Decided to test it out and took a trip to wal-mart and wouldn't start. So took it apart in the parking lot and just moved the pump a bit and it fired right up?
Is this what happens when a fuel pump is dying or is there an electrical problem?
Also I was wondering about the plastic casing(surge housing?) inside the tank where the fuel pump sits. What is underneath here. Does the pump reach the bottom of the tank or is there a filtering system that might be clogged under there? Although I never put the pump back into this plastic casing when I took the trip to wal-mart where it didn't start. Is this a bad thing to do, or is that just there to hold the pump in place?
Any info would be helpful? I have a 93 audi 90 also and am about ready to swap fuel pumps to see if this works.

Possibly its relay? Got a good spare to test it with? ;O)

Yeah I pulled the relay out of my 93 and still no luck, tomorrow I will just take the pump out of the green one along with the cover with the wiring harness connected. I have 12 volts power to the top connector when cranking. So the bad connection must be the one right on the pump. I didn't have it out tonight to check the voltage at the pump.
