Default hard starting if the fuel pressure regulator is worn out?

trying to pinpoint the hard starting on my 88 still I have narrowed it down to a fuel issue. either the 17yr old pressure regulator is not keeping pressure up and allowing fuel to return or I have some bad injectors. being as the car runs pretty solid once its started makes me tend to not believe the injectors are having a bad spray problem or it would be chocking.
it takes multiple cranks to get it going which to me is a fuel pressure issue.
comments on this rarely changed item?

Default CIS works on fuel pressure - you have two pressure regulators...

...the differential pressure regulator and the mechanical fuel pressure regulator (on the return line). I'm assuming if one had failed you'd have little to no fuel pressure not merely hard starting - but I could be wrong (still new to CIS).

Injectors seem to be the most problematic on the CIS systems from what I've gathered - also that the distributors do get clogged on higher mileage units.

Default and of course everything related is $200-400 a pop which always helps!

the small canister regulator which is mechanical on the return line has a diaphram inside that could get weak with time and age. I am not sure if its the type that either works or does not or it can not hold a seal correct allowing pressure to return to the tank. that is the one which has me wondering. on the 4 banger it has a plastic line that goes into the airbox for pressure. I have yet to tear it apart but that tiny hole could get plugged up with dirt (or k/n oil) and make it malfunction.

Default Yes, the CIS parts aren't cheap, which is why it's good to know what's wrong before you just start..

...replacing parts.
