Normally, should they stay lit? It's been 6 mos since I have my 93 90S running and I don't remember now if the hazard switch should stay lit? It doesn't blink when we turn the hazard light on. We're trying to find out why both the hazard light and turn signals do not work.

Replace it with another, if you can. That will probably solve the problem.
